Summary
The City of East St. Louis, Illinois retained the services of Kaskaskia Engineering Group, LLC (KEG) to prepare a Community Development Block Grant (CDBG) through the St. Clair County, Illinois Intergovernmental Grants Department (IGD). The CDBG program provides communities with resources to address a wide range of unique community development needs and also provides annual grants on a formula basis to low/moderate income local governments. KEG prepared the CDBG grant application for roadway improvements to 10th and 20th Streets in East St. Louis, Illinois for Program Year (PY) 2013. This project was a continuation of the FY 2012 CDBG funding for the City of East St. Louis, Illinois.
Project
The 10th Street improvements project limits began at the intersection of 10th Street and East Broadway and continued north to the intersection of 10th Street and St. Clair Avenue. The 20th Street improvements began at the intersection of 20th Street and Martin Luther King Drive and continued north to the intersection of 20th Street and St. Clair Avenue. The improvements included pavement patching, street resurfacing, removal and replacement of curb and gutters, new Americans with Disabilities Act (ADA) compliant sidewalk, reconstructed driveway entrances, and new pavement markings.
10th and 20th Streets are both main thoroughfares through the City. At the time, the streets were deteriorating because of the lack of funding the City was able to obtain. The existing streets did not properly drain, causing asphalt and concrete pavement to fail. The improvements increased the level of service of the roadways and produced safer driving conditions. Thus, increasing the public safety and welfare of the residents throughout the City.
