Summary
Kaskaskia Engineering Group, LLC (KEG) provided environmental services in support of three overlay projects in Logansport, Cass County, Indiana for the LaPorte District of the Indiana Department of Transportation (INDOT).
Project
KEG’s scope of work included completing a Categorical Exclusion, Level 1 (CE-1) to satisfy State and Federal environmental documentation requirements. KEG was originally scoped to complete a Programmatic Categorical Exclusion (PCE), but during project development it became necessary for an Indiana Department of Natural Resources (IDNR) Construction in a Floodway (CIF) Permit, resulting in ac higher level of environmental documentation.
In support of the completion of the CE-1, KEG’s tasks included preparing the INDOT required Limited Red Flag Investigation; conducting a site visit; preparing an early coordination packet with the appropriate Federal, State, and local resource agencies; completing the appropriate level of Section 106 coordination and documentation for INDOT/Federal Highway Administration (FHWA) approval under INDOT’s Minor Projects Programmatic Agreements (MPPA); using the U.S. Fish and Wildlife Service’s (USFWS) Information for Planning and Consultation (IPaC) website to conduct a regulatory review of the project area to obtain an official species list and evaluate potential impacts on the resources managed by the USFWS, and submitting the commitments for the project to the INDOT ERMS database. Michael Baker International completed the Waters of the US Report and permitting for this project.
Together, these supporting tasks and documents aided in the successful approval of the CE-1 in October 2021.
